The Foundation

What Is SAM.gov — and Why Does It Matter?

SAM stands for the System for Award Management — the U.S. Government’s official database for any business that wants to receive federal contracts, grants, or payments. Registration is where every federal contracting relationship begins.

  • Required to bid on any federal purchase-order threshold
  • Must be renewed annually — an expired registration halts everything
  • Entity validation issues are the most common cause of delays
  • Incorrect NAICS codes reduce your visibility to federal buyers

SAM.gov is free to use directly.

GSE charges for our time, expertise, and the hands-on guidance we provide — not for access to the government portal itself.

UEI

CAGE

Why It Matters

An Inactive or Incorrect SAM Registration Costs You

Federal buyers and prime contractors check SAM.gov before every award. If your registration is expired, incomplete, or missing key details, you aren’t even in the running.

Expired Registrations Block Awards

If your SAM status has lapsed, contracting officers can disqualify you even after your bid was otherwise selected.

Wrong NAICS Codes Mean Missed Opportunities

Federal solicitations are filtered by NAICS code. If yours don’t reflect your services, buyers searching for you won’t find you.

Entity Validation Delays Stall Everything

Validation failures are the #1 cause of registration delays — often taking weeks to resolve without the right guidance.

Frequently Asked Questions

SAM.gov Help Desk — Common Questions

Is SAM.gov registration free?
Yes. Registering directly on SAM.gov is free — the U.S. government does not charge for SAM registration. Government Services Exchange is an independent third-party consulting firm. We charge for our time, expertise, and the assistance we provide — including pre-submission review, NAICS code strategy, entity validation support, and government contracting guidance. You are not required to use a firm like GSE, but many businesses find the guidance and error prevention valuable.
What does the GSE SAM.gov Help Desk actually do?
Think of us like technical support — but for SAM.gov. When you call or submit a request, a GSE specialist reviews your situation, identifies the issue, explains what it means in plain language, and walks you through your options. If you want us to assist with completing or correcting your registration, we can do that too. We handle new registrations, annual renewals, entity validation problems, Login.gov issues, UEI and CAGE code questions, NAICS code reviews, and more.
My SAM registration keeps failing entity validation. What do I do?
Entity validation failures are the most common reason SAM registrations get stuck. The most frequent causes are: a mismatch between the legal business name in SAM.gov and what the IRS has on file for your EIN, address discrepancies, recently formed businesses whose IRS records haven’t fully propagated, and state filing inconsistencies. GSE specializes in identifying the specific cause of validation failures and working through the resolution — including gathering the right documentation and re-submitting correctly.
How long does SAM registration take?
A clean new registration typically takes 3–7 business days to become Active. Renewals for existing Active registrations are usually faster. However, if entity validation is required, the process can take 2–4 weeks without the right documentation and follow-up. GSE reviews registrations before submission to catch errors that cause delays — significantly reducing processing time in most cases.
What happens if my SAM registration expires?
When your SAM registration expires, your status changes from Active to Inactive. In that state, you are ineligible to receive federal contract awards or payments. Contracting officers check SAM.gov before issuing any award — if you’re inactive, you may be disqualified even if your bid was otherwise selected. GSE helps expedite reactivation of expired registrations and reviews your record before resubmission to catch anything else that needs updating.
I can’t log in to SAM.gov. What should I do?
SAM.gov uses Login.gov for all account authentication. If you’re locked out, the recovery process depends on what access you’ve lost — email, phone/2FA device, or both. In the most difficult cases, identity proofing is required. GSE walks you through the Login.gov recovery process step by step and, where needed, helps you navigate the SAM.gov Federal Service Desk process to regain access or transfer entity management rights.
What is a UEI and what happens if mine won’t generate?
A Unique Entity Identifier (UEI) is the 12-character alphanumeric ID assigned by SAM.gov that replaced the old DUNS number. It’s required for all federal awards. If your UEI isn’t generating, it usually means there’s an underlying entity validation issue preventing the system from assigning one. GSE diagnoses the root cause and resolves it so your UEI can be assigned and verified correctly.
What NAICS codes should I use?
NAICS codes define your business type and services in the federal system. Federal solicitations are filtered by these codes — if yours are wrong or missing, buyers searching for your capabilities won’t find you. You select a primary NAICS code and can add secondary codes. GSE reviews your business activities and recommends the codes that most accurately reflect your services and align with where federal spending exists in your industry.
What is a CAGE code and do I need one?
A CAGE (Commercial and Government Entity) code is a five-character identifier assigned by the Defense Logistics Agency. It is required for Department of Defense contracts and is assigned automatically during the SAM registration process for U.S.-based entities. Most federal opportunities eventually require one. GSE confirms your CAGE code is assigned, active, and correctly linked to your entity during our registration review.
Is GSE affiliated with the U.S. government or SAM.gov?
No. Government Services Exchange is an independent, third-party consulting firm. We are not affiliated with, endorsed by, or operating on behalf of the U.S. federal government, the General Services Administration (GSA), or SAM.gov. We provide consulting, preparation, and advisory services to businesses navigating the SAM.gov registration and renewal process. The official SAM.gov website is sam.gov and registration there is free.
What certifications can GSE help with beyond SAM registration?
GSE assists with the full range of federal and state small business certifications including WOSB/EDWOSB (Women-Owned Small Business), VOSB/SDVOSB (Veteran-Owned), HUBZone, 8(a) Business Development, GSA/MAS Schedule Contracts, and state-level certifications like WBE, MBE, DBE, and DVBE. SAM registration must be active before pursuing any of these programs. GSE identifies which programs your business may qualify for and guides you through the process.
Can GSE guarantee my SAM registration will be approved?
No. Final approval decisions are made by the federal government — not by GSE or any third-party firm. What we do is review your registration thoroughly before submission, catch the errors that most commonly cause delays or rejections, help resolve entity validation issues, and monitor your submission status. Our process gives your registration the strongest possible foundation, but we cannot guarantee outcomes that are ultimately determined by SAM.gov.
